Experience of Belarusian statisticians in adapting and implementing generic models of the UNECE High-Level Group on Modernisation of Official Statistics presented at the II International Statistical Forum of the CIS

The II International Statistical Forum of the CIS: new technologies and data sources in statistics is being held on 2-4 October 2024 in Tashkent, Uzbekistan. The Forum is organized as part of the implementation of the project “Development of CIS Statistics” with the support of the Agency of Statistics under the President of the Republic of Uzbekistan and the CIS Executive Committee.

During the session ‘Big and administrative data’ Ala Bilenka, Head of the Statistical System Coordination and Development Department of the National Statistical Committee of the Republic of Belarus, made a presentation on ‘Implementation of new data sources into statistical production architecture’.

The representative of Belstat noted that administrative data have already occupied their niche in Belarus’ statistical production. Besides, other alternative data sources are being successfully implemented.

‘The undeniable advantages of using data already available in the country are, first of all, saving resources, freeing up time for analysing data and searching for new solutions. At the same time, statisticians should ensure confidentiality and quality control of such data.’

Belstat applies process and system approaches in the organisation of statistical production, i.e. all its stages are interrelated and function as an integral system. Such formalisation ensures manageability of work with all categories of data.

As part of the report, Ms Bilenka presented the experience of Belstat in national adaptation and implementation of the generic models developed by the UNECE High-Level Group on Modernisation of Official Statistics (HLG-MOS).

In conclusion, the representative of Belstat noted that the work on the use of new data sources in statistics will form new challenges and perspectives, which will inevitably drive the next stage of transformation of statistical activities.
