"Prospects for the development of statistics: role of international projects". CIS International Statistical Forum held in Baku

In Baku, the capital of the Republic of Azerbaijan, takes place III CIS International Statistical Forum "Perspectives of development of statistics: role of international projects".

Belarus is represented at the forum by a delegation headed by the Chairperson of the National Statistical Committee, Inna Medvedeva. In one of the key sessions devoted to reforms and prospects for statistical development, Inna Medvedeva shared with colleagues from CIS countries the experience of Belarusian statisticians.



Special attention was given to the institutional development of statistics in Belarus. Inna Medvedeva stressed that the main achievement of the last strategy was a profound modernization of the regulatory framework: "The Law on Statistics guarantees full access free of charge to any information and all information resources and systems. So, already today Belstat receives about half a thousand data sets from thirty five suppliers.

Also, the rules of the law have provided statisticians with all necessary tools for work on prevention - verification of data reliability and completeness is carried out even before the start of statistical production".

The Chairperson of the Belstat elaborated on the development of sectoral statistics and identified priority areas for improvement of statistical production, which have already been defined in the draft new five-year strategy for the development of statistics in Belarus.



"In the context of the strategy, special attention is paid to key areas of development of government statistics. The largest event of this period will be the organization and conduct of a census of the population of the Republic of Belarus in the 2030 round. In preparation for this event, it is planned to make maximum use of alternative data sources and IT-technologies to minimize the burden on respondents and census staff - she stressed. - In the short term, mobile positioning data will be integrated into the census system and tourism statistics. For this purpose, an expert group is already being formed, including representatives of Belstat, mobile operators of Belarus and cloud solutions provider".

Belstat is actively working on the implementation of international standards. It is envisaged to simultaneously develop and implement in statistical and economic practice the provisions of the updated international standard SNA-2025 and a new version of the national classification "Types of economic activities". This will ensure comparability with other countries.

Inna Medvedeva also presented the implemented initiatives in creating a digital environment, on which Belarusian statisticians have been working since last year and the concept of forming an integrated digital system of statistical production has already been developed.

The Chairperson of the Belstat told the forum participants about the data management system being developed in the Republic of Belarus. She stressed: "The main goal is to reduce the burden on business and citizens by eliminating duplication of information collection by different departments, as well as digitizing the stages of working with data. Belstat is central to this work because of its professional experience and methodological basis. A legislative basis has already been established for improving the procedure for collecting reports and other information by State bodies, and relevant decisions have been taken by the President of the Republic of Belarus. The ongoing work will make it possible to implement in the republic the principle of one-time collection and multiple use of data and create an effective system for managing them".

In conclusion, Inna Medvedeva noted that the institutional transformation of statistics is not just modernization but a strategic choice for statistical sustainability, openness and efficiency. Belstat strives to meet modern challenges and ensure high quality of statistical information.

"We are sure to move forward, relying on international standards, digital technologies and inter-ministerial cooperation" - summed up the Head of the Belstat.
