The First Deputy Chairperson of Belstat Tsimafei Zhyharau, the Head of the Statistical System Coordination and Development Department Ala Bilenka participate in the International Forum “Digital transformation of national statistical systems”, which takes place in Astana (Republic of Kazakhstan).
As part of the session “Data quality and its growing value in the modern world (data value chain)” Tsimafei Zhyharau spoke about the activities being carried out in the Republic of Belarus to ensure the quality of official statistics and the degree of participation in them of stakeholders - data providers, respondents and users.
“Ensuring the openness of information exchange between data providers and statistics is not just a technical process, but a whole system of norms and procedures”, - stressed Tsimafei Zhyharau. He noted that Belstat builds the interaction on the principles of transparency and trust, the entire process of obtaining and using data is regulated. This approach, according to the First Deputy Chairperson, guarantees a high level of quality of the data obtained and, therefore, of the official statistical information formed on their basis.
Special attention was given to the role of respondents. Tsimafei Zhyharau stressed that their involvement in statistical production is a major factor affecting the completeness and reliability of collected data.
It was also pointed out that in the context of inclusive statistical production, users of statistics are active participants who shape data requests, identify priority areas for analysis and raise the public importance of statistics.
Summing up, Tsimafei Zhyharau said: “The formation of inclusive statistics requires systemic work - from adaptation of methodology and classifications to development of communication channels and evaluation of the work of statistical bodies. Inclusiveness is achieved only when all participants of statistical production are involved in each step of the process”.
As part of the organizational program of the Forum at the thematic exhibition “Technological achievements and innovative solutions in the field of statistics” a video review demonstrating the functional capabilities of modern information systems of Belstat is presented.
